The agency disclosed the development in a post on X on Tuesday, identifying the location as Zamfara Plaza, BBA Trade Fair Complex.
According to NAFDAC, the suspects were allegedly involved in revalidating energy drinks, wines and whisky brands.
A video released by the agency showed stacks of blue cans of Bullet energy drink piled up in a storage area, with loose cans and cardboard cartons scattered nearby.
The footage also captured a large blue plastic barrel containing discarded materials, as well as two men sitting on the floor against a wall.
Other scenes showed empty alcoholic beverage bottles, bottle caps, corks, labels and packaging materials spread across the floor, with some stored in boxes and bags.
A bottle of Martell cognac was visible among the items, alongside plastic bags containing caps and seals, printed labels and other materials in what appeared to be an improvised production area.
NAFDAC said the two suspects were apprehended at the facility over their alleged involvement in the revalidation of energy drinks, wines and whisky brands.
The discovery comes amid concerns about the circulation of counterfeit and substandard products in Nigeria and calls for stronger surveillance and regulatory enforcement to protect consumers.
NAFDAC is responsible for regulating the manufacture, importation, distribution, advertisement, sale and use of food, drugs, cosmetics, medical devices, chemicals and packaged water in Nigeria.
The agency’s findings raise fresh concerns about the authenticity and safety of beverages allegedly repackaged or relabelled outside approved regulatory processes.
